You definitely can. Internally, we've used PilotKit for static sites, Magento projects and more. PilotKit also comes with Bootstrap and Foundation Blueprints.
PilotKit only requires two things: MySQL and PHP. You can use the native built-in php and use the MySQL Installer script from PilotKit or you can use MAMP (free version) to simplify this process. PilotKit will adjust and change all settings/configuration needed.
